Friends, Thank you for your timely help. On friday, 14/06/2013 I got my account open in the same branch which at first denied me the right. As you told me I took the print out of the reserve Bank circular and showed it to the Manager. Without making any objection he told us there were so many visually impaired persons having account of their own in various banks and he himself knew a lot of such people.
