I belongs to uttarakhand and answers are as follows:
1.      20% of total fair as road tax
2.      Same as above for escorts also, if the commuter is 100% disable
3.      Fair is categorized by percentage of disability
4.      Not restricted
5.      Concession is allowed only in ordinary services
6.      no permanent passes, govt. often change their policies
7.      no advance booking
8.      and finely there is no income limit
