hi, firstly, you did not tell that what operating system ( windows xp, vista or 7 or 8) you are using with your laptop. describing the operating system helps fellow members to help you easyly and quickly.
anyways, when you connect your data card to your laptop or computer, it atempts to install its drivers and interface software. you are suppose to install that software first. after installation, the windows should show the message, "your device is ready to use". launch the software and see if NVDA or any screen reader reads it? though usually these softwares are found to be inaccessible. in that case OCR feature of NVDA or jaws might help a little. if you can read threw OCR or jaws cursor or object navigation in NVDA, locate the connect button and connect it. if not, take sited help once after connection is stablished, you need to creat the shortcut if you are on xp, you'll find the connection in connect submenu, if you are in windows 7 or 8, you will find the same in network and sharing center>change adafter settings.
