The Xolo Q700 is an Android 4.2.1 smartphone that is pretty much accessible. Even those partas that are not quite accessible can be made accessible through free apps from GooglePlay. When I bought my phone a month and a half ago, it was priced at 9900 but I am told the price has come down a bit more since then. The Q700 is a phone with a quad core processor. If you are fine with a duel core one, then there should be other cheaper options. Many people are using Samsung Galaxy Chat. It has a keypad as well, though it works with an older version of the Android OS and accessibility features thus could be a bit limited. Indian manufacturers such as Micromax, Intex and Lava Xolo have a few decent options in a price range up to 10000. Best,
