Firstly get it right, it is not your boss who is paying your salary or allowances. In a corporate like your bank, there is a said procedure and practises. He could only be an sanctioning authority. If he is refusing, it has necessarily need to be doccumented and it does not go by oral instructions. You should also be notified in writing for it.

Have you been given anything in writing to this effect?

There are adequate mechanisims to deal with this situation. Firstly,, please revert back with basic info, have you applied in writing and have you been communicated in writing.
