You are also right but alt+shift changes the installed languages and ctrl+shift change keyboards. Suppose I have selected Hindi language and there are two keyboards, phonetic and Devnagari. In this situation alt+shift will change the language and after selecting hindi by pressing alt+shift, ctrl+shift will change the keyboards. In shyamsundar's case alt+ shif is working properly but ctrl+shift is not working. In other words he is able to change the installed language but unable to change the different keyboards.
