after talking to you this morning, i remember Ghent is student city.
so language should not be any problem.
i feel English should be fine in most citys, in one you mentioned.
i was in Ghent 20 years ago,
can't say regarding blind friendlyness.
don't think Rotterdam is any better.
i think it is port city, may be borring.
