% The new rights bill talks about 1% reservation for the mentally handicapped but reduces the quota for the visually challenged. How can a mentally handicapped person be appointed in any of the UPSC posts, for example? There are some problems both in the recent Supreme Court judgement and even in the new rights bill. Shri Hamid Ansari gave the delegation a patient hearing. He said that he empathises with the cause and is all for the speedy enactment of this legislation. The Vice President said that since India has signed and ratified the United Nations Convention on Rights of Persons (UNCRPD), it is incumbent that India harmonise its laws also in consonance with the UNCRPD. The DRG and the NPRD thank the Vice President for the patient hearing and empathizing with the cause of the disabled.
