Firstly, i won't be able to give a start up solution to your problem. That is even in my pc JAWS does not start with the start of the machine. That is because my lap top belongs sto my employer and i can't do much with my admin settings. However, once windows 8 is fully booted, it makes a little noise and then i need to press Control + alt + j You can of course assign this short cut by pressing application and then by pressing tab you have that option in properties. So i think it's a problem with your admin settings on the office lap top.
