Subject: Mental Health Care Bill: A greater danger ahead!

While many may be rejoicing at the fact that the Disabilities Bill has been
stalled for at least the next 1.5 to 2 years, they seem to be blissfully
unaware of a much greater danger looking large. The Mental Health Care Bill may
become the law much earlier than the Disabilities Bill! It was tabled in the
Rajya Sabha last year and went to the Standing Committee. The Standing
Committee Report is now out. It does not address ANY of the concerns that were
raised by the psycho-social disability movement.
Tragically, many of those claiming to have their hearts bleed for the cause of
psycho-social disabilities chose not to even appear before the Standing
Committee. We urge everyone to please read both the Mental Health Care Bill and
the Standing Committee Report and realise the damage that has been caused. Both
these can be downloaded from www.dnis.org. None of the now famous CRPD
advocates are mentioned in this Standing Committee report.
We hope to hear from all our learned CRPD advocates as to why they did not
focus their energies to stall this one too? We are curious as to why no
editorials were wriiten, no tweets sent, no abuses flung on e-mails/social
media and list servs and no analyses were circulated? Why were there no
desperate appeals to the international sector made?
Is it because they feel this Bill is CRPD compliant? Or, is it because they
choose their battles selectively motivated by personal reasons rather than the
greater common good?
