Hi, As per my knowledge, there is no Science program that excludes the blind students from the practicals as they are an integral part of Science learning. Instead, alternate exams testing the practical curriculum are administered in lieu of the hands-on practical exams.
Access the CBSE documents in this regard from the following links: http://cbse.nic.in/circulars/alternate_qp_visual_challnge_2010.pdf http://cbse.nic.in/circulars/cir68-2011.pdf http://cbse.nic.in/circulars/cir91-2011.pdf http://www.cbseacademic.in/web_material/Circulars/2014/8_Guidelines_for_Practical_exam.pdf http://www.cbseacademic.in/web_material/Circulars/2014/8_Annexure.pdf Hope this is helpful. Feel free to reach out if you need more information.
