hello sir, as mohammed bhayya said you can go ahead with moto g or moto e which are the latest android based smart phones with affordable price. in android based platform there will be in-built screen reader called talkback. An there are plenty of apps which are accesible and very useful along with talkback. most of the applications are freely available in google play store. so android OS devices will be a good choice.
