BHUBANESWAR: The state government is planning to make government web
portals disabled-friendly with screen readers, resizing of texts and
colour contrast scheme by August 15.

Screen reader is a software application that interprets the display on
a computer and presents it to an user in a text-to-speech, sound icon
or Braille form, making the contents accessible to the blind.

Deputy general manager of executing body, Odisha Computer Application
Centre (OCAC), S K Tripathy said three-pronged steps are being taken
to make the government websites usable for the differently-abled.
"People having problems in identifying small letters can go for big
font version," he said. Secondly, colour contrast scheme will be
introduced to make it easy for people with colour blindness and
partial visibility. Each site will have multiple colour scheme.
Thirdly, the sites will be made screen reader-enabled so that blind
people, having the software, can access the content, he said, adding,
work in many sites is in advanced stages of completion.

Of the total 39 state government departments, 17 are managing their
websites independently. The other department sites are nested on the
state portal (www.odisha.gov.in) and managed by OCAC. The government
has asked the 17 departments having independent URLs to complete the
disabled-friendly task by August 15 while the sites managed by OCAC
has been given July-end deadline.

The government move follows a decision taken in a meeting chaired by
chief secretary Jugal Kishore Mohapatra on May 17.

On March 21, deputy chief commissioner for persons with disabilities,
ministry of social justice and empowerment, had written to the chief
secretary to make the sites accessible to all.

 Bobby Bippy bought a ball.
With his bat Bob banged the ball
Banged it bump against the wall
But so boldly Bobby banged it
That he burst his rubber ball
 "Boo!" cried Bobby
 Bad luck ball
Bad luck Bobby, bad luck ball
Now to drown his many troubles
 Bobby Bippy's blowing bubbles.
