Thanks for the response Nirmala / FACEMI and Srinivasulu. I look forward to
hearing from Mr. Khan as this precedent (especially if from the state
government) could be valuable.

Not having heard from anyone in Delhi / activists from the ASD community I
called the Under Secretary DOPT who signed off on that GO - Mr. Debabrata
Das. The not so great news I have heard from him is this - *I have not
independently cross-verified the same as yet *:


   - DOPT extends to central government employees only (he said something
   about central, state and joint which I didn't understand)
   - State Government can proactively adopt these policies for their
   personnel - it's up to them
   - Categories of disabilities sourced from PWD Act - I mentioned National
   Trust disabilities, he said when amended Act comes into law then we will
   follow that.


Now before this goes into a debate on happenings past, present or future
wrt New Law(s) - I'd like to flag the restriction of this policy to
disabled people alone. What if I am a caregiver of someone with cancer? Or
someone needing dialysis? Such groups whether or not considered disabled
(either by definition or by societal perception) will need relief under
this - individual pleas on compassionate grounds may not always cut it.

The *option* of exemption from transfers needs to be for carers with
dependents who for whatever reason (disability / illness etc) would be
adversely affected by the shift.
Also, would *choosing* exemption from transfer affect promotion?

These are some of the questions I'd like to put out to everyone.

Also if anyone can find out what triggered this GO - (I am doubtful that
such provisions would be made out of proactive largesse) - am sure it would
be useful if shared with the group.

As it is unlikely that this particular policy will be useful to Mr. Srini
in this limited time - Srinivasulu from NPDO-AP / Sai Global AID / others
who may have leads in Andhra Pradesh / Telengana - it looks like something
needs to be tried quickly at the state level.
