Dear All,
Disabled Rights Group (DRG) has written to the Finance Minister, Shri Arun 
Jaitley to look at disability in the upcoming Union Budget and to increase the 
Income Tax deductions for people with disabilities. The text of the letter is 
copy pasted below. A PDF is also enclosed.

Sir,

 

At
the outset, please accept our congratulations on your new role.

 

As
you are aware, Disabled Rights Group (DRG) is a non-political and informal
alliance of people with disabilities, families, experts and disability
organisations advocating for legislative and policy changes vis-à-vis
disability.

 

Sir,
as you prepare towards presenting the Union Budget in a few days, we urge you
to please consider disability as an area where much can be done.  One of the 
long standing demands of the
disability sector has been to increase the deduction in Income Tax from Rs.
50,000/- to 1,00,000/- for persons with disabilities or those who have
dependents with disabilities; and in case of people with severe disabilities,
from Rs. 1,00,000/- to Rs. 2,00,000/-.



The cost of living is generally higher for those living with disabilities
compared to those without disabilities – medical expenditure, cost of
care-taker, assistive aids, rehabilitation services, home adaptations,
transportations and costs on day to day living. The cost of these services have
and are continuing to increase quite steeply in the recent years. Further,
unavailability of insurance or higher premiums, barriers in accessing
education, getting a job, finding a house on rent, participating in economic
and social activities – all result in significantly higher costs.

 

The
current tax rebate happened more than 10 years ago in 2003, when the deduction
was increased from Rs 40,000/- to 50,000/- for persons with disabilities and
those with dependents with disability; and an enhanced deduction of Rs 75,000/-
was introduced in case of people with severe disability. The last revision was
in 2009 when the rebate was increased to Rs, 1,00,000/- for people with severe
disabilities. Since, then there has not been any revision. 

 

Sir,
you would agree that given the increased cost of living, these deductions
should keep pace with the increasing costs in general and disability induced
costs in particular.

 

We
hope that you will consider our request favourably. We will be happy to provide
more details if you so desire.
