I agree she may be mature enough, and law is fine as well.... but these days
it is not like the olden days that once you marry, you stick for life! Now
this may not be the rule but there is a chance that she realizes that the
initial love fades after a few years of being together and it may become a
burden for both. Now, I am not saying this because the boy she wants to
marry is  VI! This can happen even if the man is not VI. Though my own
daughter married at the age of 21 and she has now been married for the last
9 years and is perfectly happy with 2 children! But  even when she came to
me with the plan of marriage, I did tell her to think over and wait.
Thereafter when she said that she was sure, I told her that she will have to
take the responsibility of making things good. But of course I also told her
that in case after a few years things don’t work out, she has  her parents
to back her up and support her dicision whatever it maybe. And thankfully
she is happy and things are fine. So as I said earlier, there are no rules
in these things. But it is always a good idea to think things over and speak
with some sensible person before taking  the leap. Now once again, it is not
the question of VI or otherwise.

If she is completely matured for taking a such decesion then why
should wait for 2 3 years?
Already she completed 18 years means she is running in 19 year. So 19
years is enough for marage acording to Indian law.
So try to find a good life partner for her and make her future bright.
