Search (without quotes) for "blind" for the NFB circulars, and "disab" / "handi" / "differ" for other disability related orders. "Disab" will give you recent ones. 1970s and earlier you may see handicapped instead. Most recent one regarding transfers of employees with dependents uses differently abled! There were at least 2 more directly related to the NFB October 8 SC judgement after the 3rd December 2013 one, and a few more mentioning disability. Can give you some tips for finding this stuff easily using advanced search parameters. Let me know offgroup.
