TRANSACTION BANKING DIVISION CIRCULAR NO. 55 /2013 Reg: Issuance of ATM/ Debit Card, Internet Banking/Mobile Banking services to visually impaired customers. Guidelines for issuance of ATM/ Debit cards to visually impaired customers were issued vide TBD Circular number 08/2009 dated 24.02.2009. RBI has mandated that all the banking facilities should be made available to visually impaired customer without any discrimination. We have been receiving references from the circles for providing Internet banking /Mobile banking facilities to visually impaired customers. In this connection, the guidelines are appended below: Ø ATM/Debit Card, Internet Banking & Mobile Banking services may be provided to visually impaired persons considering the merits of each applicant like educational qualification, status etc. Ø Obtain undertaking from the applicant (as per annexure) along with the request form. Ø The facility can be provided in Joint accounts also. Ø The specific request along with full justification should be sent to the respective circle offices for approval. Ø Circle Heads have been empowered to approve such requests. All concerned are advised to note the above guidelines for strict compliance.
