Hi, I never worried about using start menu in Windows 8 There could be some aplication need to be installed for using/creating start menu in Windows 8. Rather I use short cuts to use features of start menu. Like, Windows + r to run any programme use Alt + f4 on desktop to shut down/restart the computer. Putting icon of control panel on desktop. Press Windows + x, then f to open programmes installed on computer. My personal experience is that, you should nlearn as many as keyboard shortcuts to get maximum out of Windows 8.
