CHENNAI: Grants from schemes like the National Handicapped Finance and
Development Corporation and Mahatma Gandhi National Rural Employment
Gurantee Act
have failed to reach the visually challenged, said VIT University
founder and chancellor G Viswanathan on Saturday.

Quoting reports, he said,  there were irregularities in disbursement
of funds to the visually impaired. This emphasises the need for a
government initiative
to stop such malpractices. According to him the world has 3.70 crore
visually impaired people of which 40 per cent are in India alone. He
wanted the mobile
tracking device, distributed to 75 visually challenged students, to be
distributed across the State. India, he pointed out has only 20 per
cent gross enrolment
ratio which is less compared to developed nations.
