I am not sure if FCI is governed by the same rules. These actually are
obligatory on government departments. I am also confused about the meaning
and implication of these circulars. As regards your query,
1. A person with blindness has any reservation in catagory 1 posts?
I think, this is treated the other way round. As per section 47 of the PWD
Act, promotion cannot ve denied to a vh person on the ground of disability.
I also read somewhere that 1% posts should be reserved in all categories.
So, if you qualify for promotion by seniority or by examination, you must be
promoted.
2. Are there any circular which says that the reserved post only be
filled by person with Blindness (Disability) in promotion?
Perhaps, there is no such circular.

total number of vacancies in a year will be calculated and the percentage

7. Register.- A separate 100-point register will be maintained by Heads °f

category,
viz., SC/ST/General, depending upon their category in the Reservation

8. Inter se exchange.- If a candidate of a particular category is not
available or if the nature of vacancy is such that, a given category

9. Carry forward of reservation.- Unfilled reserved vacancies will be
carried forward to the next block in the same year first. Unfilled
vacancies
at the end of the year will be carried forward to the three subsequent
years.
