Dear All,

We are glad to inform you that at last the government has moved further
with regard to our demand for the creation of a unique universally valid id
for persons with disabilities. The Ministry of Social Justice &
Empowerment, Dept of Disability Affairs has come up with a Draft Project
Report on the same.

The NPRD right from its inception has been raising this demand. After the
government announced its intent of providing such a card, the NPRD has
submitted a brief note to the Secretary, MSJE last month.

Now the government has come up with the draft project report and has sought
comments and suggestions. It is available at:

http://socialjustice.nic.in/pdf/DraftDPRUniversalID.pdf

As no specific date has been given, we have asked the Secretary, MSJE to
specify the same.

There are some oversights and errors which have come to light on a glance
through some pages. Like on page 8 where the disabilities listed in the
1995 Act and the 2014 Bill have been interchanged.

Suggestions/comments to the draft may be sent to the ministry at the
earliest.

The NPRD would be sending its set of suggestions/comments after collating
the responses from its affiliating units.
