ICICI is in fact one of those banks which has extensive guidelines and a good comprehensive policy for people with blindness / disabilities.
If you have met with rejection in writing then let us know, otherwise just apply again and let us get your account activated. At least with private banks, the thing to do is to show them the circular or email the customer care that you are facing problem in account opening. They take care of the rest.
