I don't agree as far disabled and patients are  concerned.
Conversion cost often means that more often than not, even after spending a  
lot of money, they are not able to have the same quality of life as their 
non-disabled counterparts.
So, income is not the sole criteria in deciding upon concessions, as far as 
above cited categories are concerned.

The concession should only be based on income all other criteria's are
superfluous.
