I don't agree as far disabled and patients are concerned. Conversion cost often means that more often than not, even after spending a lot of money, they are not able to have the same quality of life as their non-disabled counterparts. So, income is not the sole criteria in deciding upon concessions, as far as above cited categories are concerned.
