Dear Friend,
I have installed a freeware program named "Unlocker" for deleting files
which give the error mentioned by you when deleting them.
Google for the Unlocker program & install the same to delete the file
without having to restart the computer. The program does not require
additional scrips & is accessible with JAWS.

Can you be more specific about the error message you are facing in
deleting it? Did you try deleting the file by pressing shift+delete
button?
