in the said circular, it says concession certificates can be issued by heads of institutions recognised by social welfare ministry, so no way reservation clerks can reject such certificates. with the raid circular in hand, affected persons must go to the higher like the superviser or its equavalent, i too faced this problem, i confronted the superviser, problem got solved
