Dear Dhananjay, Yes, the policy has a time bound action plan which talks about making public infrastructure accessible to persons with disabilities including Information & Communication infrastructure.
The policy provides for constitution of a core group under the chairmanship of State Disability Commissioner for time bound implementation . The document has two components. Firstly an Action Plan to implement the Policy and Second, Secondly the policy itself. The policy is quite specific on several issues such as compulsory training of government officials on barrier free environment as well as for those involved in industrial development; 50% concession in all state bus routes and 25% for accompanying person and in private buses 25% for PWD and 12.5% for accompanying person etc. For the information of all, I have put the soft copy of the policy (scanned pdf) on my blog at link: http://subhashvashishth.blogspot.in/2015/03/jharkhand-cm-unveils-states-disability.html Will soon upload a readable PDF too.
