Dear Dhananjay, This money has been allocated by western railways on the strict orders of the Bombay High Court in a related PIL filed by people aware about accessibility. The court had constituted an expert committee who studied the accessibility problems of the disabled passengers. This committee also had experts from disability sector, architects etc and then on the basis of the report of the committee the court directed the railways to prepare the project & release the funds. The railways was reluctant initially saying they have no funds for this purpose, but when the court directed them, they had no answer.
Do not worry, the entire accessibility intervention is being undertaken under the supervision of Court appointed team of access experts. As far as I remember, this project also involves, raising the platform height to make it level with the train coach to allow easy boarding in suburban rail.
