When I saw last, coach for persons with disabilities was attached to a ladies compartment with partition. Was it changed to good carrier (luggage coach)? Of course, my information may certainly be out-dated. But what you are saying is true, sure we should approach Railway ministry and have it changed. After all, people with disabilities are human! The best I liked is in Udhyan Express (Mumbai to Bangalore) where the coach is placed in middle of all sleeper classes so that there would be easy access to buy food etc.,
