First of all, go to Google Play and update your WhatsApp to the latest
version because only the user who will have the latest WhatsApp
version (that contained voice calling feature) will be able to
activate WhatsApp voice calling feature.

Even after you installed the latest version of WhatsApp in your
Android phone from Google Play, you will not be able to access the
voice calling feature because as it is not in your hand. In fact, you
will have to wait for voice call from any of your friend who've
already activated the voice calling feature.

Once you've received the call, close the app and reopen it. You should
now see a new screen with three columns, including Calls, Chats and
Contacts where as previous there were only Chats tab.

Once you start seeing the Calls tab it means you've activated the
WhatsApp voice calling feature. You can then call to any of your
WhatsApp contact using the free voice calling feature.

Make sure that you may not be able to reach people who're running the
older versions of  WhatsApp messenger.

It is surely not a most effective or appropriate way to launch a
feature because even after launching the feature several users still
may not be able to use it. Moreover, there is not any idea about
whether the company will charge for calls in the future. Because say
for instance,
WhatsApp voice calling is banned by one of the telecom operator of
UAE. According to TRA, the telecom authority of UAE, if any company
wants to
offer voice over Internet protocol service (Voice calling feature), it
is necessary to get permission from the available licensed telecom
companies of
UAE. So you can judge the scenario accordingly.
