Hi all,

MSJE has set up a committee for guidelines on written exams for people with
disabilities based on issues UPSC is facing with current guidelines. The

Members of organizations of people with following disabilities alone are to
be part of the committee : visual, hearing and locomotor disabilities,
according to the notice. The committee has two months time to file a report
after reaching consensus.

Current guidelines of 2013

supposed to be overarching have not been put into practice in central
boards itself, leave alone state boards or common entrance tests.

Given that people with speech, cognitive, ASD, SLD and psychosocial
disabilities continue to face hurdles and stress in this context year after
year, representatives of these disabilities must find place in the
committee.

*OFFICE MEMORANDUM*

*Subject: Constitution of an Expert Committee to look into the issues
relating to implementation of the guidelines for conducting written
examinations for persons with disabilities.*

The undersigned is directed to say that this Department, vide OM No.
16-110/2003
- DD-lll dated 26th February, 2013, have circulated comprehensive guidelines
for conducting examinations for the persons with disabilities as recommended
by Chief Commissioner of Persons with Disabilities. UPSC has brought to the
notice of this Department their difficulties in implementing some of the
guidelines. It has been decided with the approval of competent authority to
constitute an Expert Committee with the following composition and
terms of reference
for review and re-examine the guidelines for conducting examinations for
the persons with disabilities:

*A. Composition:*

1. Secretary, DEPwD : Chairman
2. Representative from UPSC (Not below the rank of Joint Secretary in the
Govt) : Member
3. Representative from SSC (Not  below the rank of Joint Secretary in the
Govt) : Member
4. Representative from DoPT (Not  below the rank of Joint Secretary in the
Govt) : Member
5. Representative from Ministry of HRD. Department of Higher Education (Not
below the rank of
Joint Secretary) : Member
6. JS&CEO, National Trust : Member
7. Director, IPH/ Director, NIVH / Director, AYJNIHH : Members
8. Dy. CCPD : Member
9. Representative(s) from the Associations of persons with :-

i. Visual Impairment
ii. Hearing Impairment
iii. Locomotor Disability


      : Members
10.JS(DEPwD) : Member
11.Director(DD-III) : Member-Secretary

*B. Terms of Reference:*

(i) to review the guidelines issued by this Department vide OM No. 16-
110/2003 - DD-III dated 26th February, 2013, for conducting written
examinations for persons with disabilities.

(ii) To consider comments/views of UPSC and other agencies on above
guidelines for conducting written examinations for persons with
disabilities.
while reviewing the guidelines.

(iii) To take into account the requirement of various classes of
disabilities
while suggesting revised guidelines.

3. The Expert Committee shall submit it report within two months.
4. The Expert Committee may co-opt other member as it deems necessary.
5. The meeting of the Expert Committee shall ordinarily be held in New Delhi
or at any other place with the permission of the Chairman.
6. In case of other members, TA/DA for attending the meeting of the Expert
Committee shall be borne by respective concerned organizations. However,
non-official members (members at S.No.9) will be paid TA/DA at standard
rate as per rules.
