hello, indian railways has issued the circular on 19th, March, 2015 instructing all the zones to issue the identity card to physically handicapped persons to facilitate them to book the concessional Eticket and also from the ticket counters authrised by them. initially, this project was launched on pilot basis in northern railways. you can download this circular from here: www.indianrailways.gov.in/railwayboard/uploads/.../CC_18_2015.pdf thanks,
