Greetings from National Federation of the Blind India.

A Rally was organized (16-04-2015), by the federation which was attended by
approximately 2000 visually impaired people across the nation. Rally
compels to demand from the government to fulfill its commitments to fill
backlog vacancies for the person with disabilities including visually
impaired people. As has been admitted by the Department of Personnel and
Training in its affidavit, submitted in the Supreme Court of India that
about 12000 backlog vacancies which came to 4000 for each category. The
hon’ble Supreme Court of India has asked government (Dopt) to file
affidavit as to when government is going to fill up these vacancies, next
date of hearing is 28-4-2015. The next demand was in regard to guidelines
issued by the Ministry of Social Justice and Empowerment with regard to use
of scribe by the visually impaired candidates for undertaking various
competitive exams. The UPSC has requested the Ministry to review these
guiltiness. The Federation has requested government not to change the
guidelines as requested by UPSC and retain with the existing guidelines.
The last demand was to amend Office Memorandum dt. 29-12-2005 issued by
DOPT regarding 3% reservation in promotion in group A and B pots as well,
as has been directed by the Supreme Court of India. The rally which was
attended by General Secretaries of state branches of the Federation apart
from members expressed solidarity with the Federation and its General
Secretary Sh. S.K Rungta by passing a resolution unanimously. The rally
also condemned the efforts of some other organizations and individuals to
destabilize the federation and defend its general secretary. Latter a
memorandum consisting of above said demands was submitted to the Ministry
of Social Justice and Empowerment, Department of Personnel and Training and
Ministry of Home Affairs including Prime Minister’s Office.
