As I read this story, question clicked to my mind why government
maintaining double standards

When it comes to ensuring rights and providing services to disabled
people government by shirking its part, welcomes NGOs to collaborate
and walk the talking. But here those NGOs who are really concerned
about people residing in the Bharat and question the state's ulterior
motives which aim to marginalizing already impoverished people are
cracked down. Bottomline: as long as you conform to the what state
expects from you without questioning, they will go extra miles to
shower funds and seek your expertees. once you question their
nefarious attempts of anykinds, you will be under the scanner and on
the radar. Largely, NGOs in the disability sector hesitate before
overtly criticizing government for above discussed reasons. Our NGO
sector is strong on the ground in Mumbai,Delhi,Bangluru and Ahemdabad,
but not on the grassroots. Interestingly, Recent developments indicate
that the government wants them to stretch, and stretch to an extent
where government remains merely fascilitator. So we have to move
further amidst these interesting developments... And
