Hi venkatesan, I have colleagues who are telecom engineers. Most of them spend time on a terminal prompt configuring devices. Yes, a blind person can do this easily. As for education, it should be possible given the right accommodations. I cannot comment further on that aspect.
Today, your best bet is to get a job with one of the telecom equipment providers such as Cisco, Nokia, NSN etc. The problem is growth. Yes, you are a telecom engineer but what after that? There are a few operators here with loads of engineers. The same applies to the OEM(s). A lot of telecom equipment is rapidly becoming IP based so a strong knowledge of networking fundamentals is essential. Again, this is not a problem for a blind person. Have you considered interning at a telecom Original equipment manufacturer? If you can do this, it should give you a better idea of what is involved.
