ok. i will help u in this matter. so do this in this order. 1. install windows 8.1. 2. go to windows updates and click on more details link and ie should open u need to install a new windows update service. so on that page that opens accept the licence and click on install. then go to windows updates then settings and check the check boxes that are in this window then check for updates and install untill it shows your pc is up to date then bluetooth should work. if it doesnt work tell me which laptop u have and i will defenetly help u in this matter.
