Here are the minutes of the meeting on NIMHR (National Institute of Mental 
Health Rehabilitation). The 18th May meeting was primarily on building design.

Swami Vivekanand National Institute for Rehabilitation Training and Research 
(SVNIRTAR), Cuttack, Odisha, has already been set up under this Department in 
the area of physical impairment.
Also, under the approved scheme of 12th Five Year Plan, the Ministry has 
decided to establish a National Institute of Mental Health Rehabilitation 
(NIMHR) in Bhopal, Madhya Pradesh. The State Government has agreed in principle 
to give 5 acres of land for the purpose.
This information was given by the Minister of State for Social Justice and 
Empowerment, Shri Krishan Pal Gurjar in a written reply to a question in Lok 
Sabha here today.

As per Census 2011, there are 22, 28,450 persons with Mental Retardation and 
Mental Illness in the country. Population of such persons, state-wise is:

In the 12th Five Year Plan it has been envisaged to establish a National 
Institute for Mental Health Rehabilitation (NIMHR). The Govt. has already 
initiated action such as identification of consultancy for establishment of the 
aforesaid Institute at Bhopal.
 In the 12th Five Year Plan, an amount of Rs 50 crore is available for 
establishment of NIMHR.
