1: Overview
This extraordinary meeting of the World Council was decided and
organized by the World Council Members because of the amount of
malfunctions of and illegal decisions that affect the DPI image and
reputation, and because of the number of divisions generated by the
Chair as much within the organization than within all the
international disability community.
The DPI Regional Chairs met in Istanbul on February 01, 2015, and
adopted a declaration that was sent to the DPI Chair and World Council
Members. Due the absence of response from the Chair and the
continuation of the malfunctioning, the World Council Members decided
to meet and decide for the future of DPI on June 28, 29 and 30 to take
the emergency decisions needed. In accordance with the DPI
Constitution, his extraordinary World Council meeting was legally
summoned on May 30.
Due the lack of transparency and the unilateral decisions of the past
Chair to accept and dismiss some members, the list of the World
Council Members was re-established by the Regional Chairs, conforms to
the Articles 10 and 11 of the constitution.
2: Attendance
17 World Councilors are present, with Mr Alpha Boubacar Diop as
special guest. The total of World Council Members is 32, so the quorum
is 16+1.
World council members acknowledge the formation of the new Arab region
following Seoul and Durban decision and welcome the new world council
members from this region.
Rachel Kachaje, and Shoji Nakanishi participated with a Skype
connection, 9 members are represented, with a proxy and 8 are
presents. The proxies are put on the table.

3: Decisions taken
Decision WC.2015.01:
The Chair of the session declares the meeting valid and able to
perform its own constitutional obligations.
Decision WC.2015.02
The last constitutional World Council meeting is the one that took
place in Durban, South Africa in 2011
Decision WC2015.03
The World Council has unanimously adopted a decision to withdraw
confidence in the present chair Mr Javed Abidi and elect Ms Rachel
Kachaje as interim chair based on reasons elaborated in the statement
declaration of this meeting
Decision WC.2015.04
To form an ad hoc committee headed by the chair elect Rachel Kachaje
in charge of organizing the next world assembly. The m4embers of this
Committee are:

- Kabbara Nawaf
This committee will be in charge of steering DPI to the next World
Assembly in 2016 including determining the time and venue of the
Assembly and resource mobilization it in addition of following up on
the affairs of DPI
Decision WC.2015.05
To disseminates the statement to all DPI World Council members and
national assemblies in addition to all UN agencies, international
organizations and partners.
Decision WC.2015.06
The Adhoc Committee will decide the date and place of the next World
Assembly within 3 months.

Decision WC.2015.07
The DPI regions will have to report on their last General Assembly
with the list of the elected representatives and World Council
Members. Those regions which did not have yet regular elections and
meetings as it is stipulated by the constitution, will be asked to get
themselves constitutional before the coming general assembly. Regions
who did not organize regular elections and are not anymore
representative have to call for an election in the earliest possible
time before the coming general assembly. In this regard,the World
Council as the highest authority in DPI between two World Assemblies,
may assist.
Decision WC.2015.08
The World Council acknowledge that DPI office is to be reestablished
in Canada. Meanwhile, the operation of DPI will temporarily be carried
through by DPI Europe up to the coming general assembly.
Decision WC.2015.09
DPI accounts and resources in the interim period will be hosted by DPI
Europe until the recovering of the DPI bank account and finances.
Decision WC.2015.10
The DPI web site will be managed by BPKS, Bangladesh
Decision WC.2015.11
To renew the constitutional amendment committee in charge to proposed
in next world assembly revised constitution amended by the committee.
Meeting is closed with thank to all world councilors at 7 PM of Monday
June 30, 2015.
