You  can escalate the matter either to Registrar of Stamps in your
district, and the top most authority in Stamps Department of any state
is Inspector General of Registration.

Talk or drop an e-mail whichever way works better; otherwise shoot a
complaint through PGPortal by selecting the state and department (if
available). These are the only ways of getting prompt responses.
