Well first Microsoft is notorious for not being compatible will earlier versions of itself... granted then done a lot since the early days to make conversions seamless however they still have quite of kinks in the workings.
As a suggestion -- I'd duplicate the users environment and test it yourself... If you get the same problem then create the MDE in WinXP Pro using MSAccess 2003 and see what results you get... if you don't have those resources then you are in for a long tedious hunt to find out what the problem is because MS does not like to document these things clearly and openly... they will most likely have some reference buried somewhere on their website but finding it sometimes is like the proverbial needle in the haystack kind of search.
