In my past experience with Access workgroup, I recall having the same 
type of unexpected results. It was a few years / versions ago, but I 
doubt if there has been much improvements. I certainly don't like 
setting up of it, since Access really is not a multi-user 
client/server product. It can be setup to handle multiple level user 
access, but it requires much testing. You must be braver than me for 
wanting to do this because I would think twice before adding 
workgroup to my database.

Access creates a hidden system file once a database is assigned 
security. I suggest making sure you note where that system file is 
saved. If you can, remove the workgroup so that everything is back to 
normal again. Then, try to establish the workgroup with you having 
edit privileges.
