.bsp:   I think this is some type of BASIC program.  M$, in their
infinate (lack of) wisdom, no longer include a version of BASIC on their
windows systems.  I will allow others to give you aditional hints with
this one.

.dbf:   It looks like you have the "DataBase File" for the spell
check, but not the program.  You need both.  The good news is that the
program is likely much smaller than the data!
