This is a another follow-up to the discussions on spam
and list moderation (last message was "Spams + Viruses",
30 June 2002).

The changes I made reduced the torrent of spam, but did
not stop it entirely. It seems the Listserv spam filter
does not work effectively on spam that uses non-English
character sets, so I am still seeing a fair amount of
spam from Korea (which I can't read) and Turkey (mostly
porn).

So I have read through the most recent documentation,
and consulted others who are more familiar with this new
version of Listserv ... and I propose what I think
should be a final solution. In fact, I have just done
it ...

TWO CHANGES
* All subscribers (except those listed as 'owners') now
  have the 'REVIEW' flag set. That means your posts must
  be sent to a moderator for approval, just as before.
* Only subscribers may post. Messages from anyone who is
  not a subscriber will be rejected. This is the key
  change that should stop *all* spam permanently.

As far as I know, nobody reading this will notice any
difference at all -- all messages will be moderated, and
you will still be protected from spam and viruses. The
impact on subscribers should be zero, but the benefit to
moderators should be substantial.
