Need to transition filters from old type to new type in upgrade script

Fix For: 1.5.0
With 1.5 the old style filters have gone from deprecated to deleted. This means
we need a way to upgrade all existing configurations to use the new Filters.
Depending on the changes make for aggregators/combiners, we may want to do that
modification in the same sweep.
