If indeed it should be impossible to edit the description field, then I think 
it would be better to remove this field altogether from the edit window for 
targets 

On the other hand, giving the operator the option to add an extra description 
to a target would probably make sense as well. This latter option is however 
not directly mappable to the underlying objects.
