My apologies to the non-Windows users out there, but there is an ant.bat in the root of the project which sets to use the Ant and Clover JARs in lib/ant and lib/clover respectively. You might need to use something similar or copy the Clover JAR into $ANT_HOME/lib.
SourceForge has notorious problems with CVS.
