If you run the command from Acegi Security's /docs directory, the repositories defined in /project.properties will apply:

maven.repo.remote=http://www.ibiblio.org/maven,http://acegisecurity.sourceforge.net/maven

This includes the Acegi Security Maven Repository, which in turn contained the Commons Attributes plugin at the following location:

http://acegisecurity.sourceforge.net/maven/commons-attributes-plugin/plugins/

As such, the building.html would work with the command specified in building.html. However, the Apache and iBiblio repositories adopt a different groupId as noted by Fernando:

http://www.apache.org/dist/java-repository/commons-attributes/plugins/
http://www.ibiblio.org/maven/commons-attributes/plugins/

In the interests of consensus, I have just modified the Acegi repository to use the same groupId:

http://acegisecurity.sourceforge.net/maven/commons-attributes/plugins/

I have also modified building.html to reflect the "commons-attributes" groupId. It will automatically rebuild within 24 hours.
