I am fully in favor of mechanism, not policy.  But we would HAVE to change the 
protocol to allow a port to be specified.

It's a slippery slope.  Taking your argument only a little bit further, should 
PKIX have shut down once CABForum spun up?

If you're not a browser or well-established CA, you need special dispensation 
to join[1].  That leaves a very important community -- users[2], who haven't 
been well-served by previous efforts in this area -- out.  I am not sympathetic 
to "just let CABForum do it" arguments.
