This is about indenting and I suspect email display clients are eating the
leading spaces. Here's what it looks like with underscores:

Old:

___submit another order containing only the eight identifiers not listed
___in the problem document.

HTTP/1.1 403 Forbidden
Content-Type: application/problem+json
Link: <https://example.com/acme/directory>;rel="index"

New:

___submit another order containing only the eight identifiers not listed
___in the problem document.

___HTTP/1.1 403 Forbidden
___Content-Type: application/problem+json
___Link: <https://example.com/acme/directory>;rel="index"

In other words, the HTTP response block is incorrectly outdented. The report is
correct, but also I suspect any revision will involve a fresh editing pass that
would catch indentation errors. Happy to accept or reject the errata.
