Indeed the draft will not progress until IANA and the DE are happy with the
draft.

Note:  there was only a single DE on these registries until a short time
ago.  Hopefully the lag to review similar registry additions/changes will
improve going forward.  [also Note:  I'm not implying that the DE was not
doing a good job, just that sometimes life happens.]
